I am in love with a person & he loves me too but it's been 1 year of relationship that we haven't had sex. He just foreplays with me & stops there. I think he's scared of having sex. I've tried several times to ask him as to why he doesn't do it but he can't give a concrete answer.

This is a very tricky situation for you, as, if you keep asking him about, it you may put pressure on him, and that will make him feel bad. There is enormous pressure from TV, movies and magazines, all saying we should be doing all sorts of sexual things, and if we don't feel like doing them we are likely to think we are wrong or silly. He may feel pretty bad already, and not knowing why he is like this will not help!
There are some pages on "Fear of Sex". on the main web site, which will give you more information. It may be a good idea for you to look at the pages on "Sex Therapy". as that would be a very gentle and non-threatening way to make some progress.
